I had this conversation with the Governor’s staff a couple months ago. If you want to “reform” ABC and save money, then let a third party manage the existing system for you. You can receive an annual management payment and still keep the existing structure in place, including the tax revenues. Meanwhile, the manager deals with all operating and personnel costs.
Then, after the agreement is finished, you still own 100% of the system. That way you’re furthering the interests of your real client — the state taxpayer.
